The amendment to the act on public contracts will come into force in January 2016. Under the new regulation, it will be possible to abolish the duty to cancel a procurement procedure if only one bid is submitted. The bill re-introduces economic qualifications on condition that a bidder’s annual turnover should not exceed twice the amount of the estimated value of the public contract. According to Bořivoj Líbal, managing partner at PwC Legal, the so-called simplified public procurement regime may be disputable. The simplified regime may be applied in awarding public contracts for healthcare and social care services, legal services, prison-related services, public security and rescue services as well as for hotel, restaurant and postal services.
