Prague, Dec 18 (ČTK) – The Czech Republic will be able to draw up to Kc13bn
from European Union funds for thermal insulation of flats and houses,
including panel houses, the Local Development Ministry said in a press
release Thursday.
The money will be drawn from the European Regional Development Fund (ERDF).
So far it has only been possible to draw European subsidies for repairs of
houses in so-called “problematic parts” of towns with population over
20,000 people.
The sum of Kc13bn accounts for 4 % of all money in ERDF. Under the
original proposal negotiated last week, only 3 % of ERDF was to have
been earmarked for heat cladding of houses in the Czech Republic.
“Thanks to joint effort of the new Member States, this limit was raised to
4 %,” the ministry said.
Subsidies for thermal insulation of panel houses can also be drawn from the
programme Panel of the Czech State Housing Development Fund (SFRB). Its
budget is, however, criticised by building companies and housing
cooperatives for being too small.
Last week, the lower house of Czech Parliament passed the SFRB draft budget
bill for 2009, reckoning with expenditures of Kc3.055bn. The fund will be
able to make contracts worth Kc5.5bn next year. The Panel programme is the
main priority of the fund. As many as 26 % of Czechs live in panel
houses, according to the ministry.

Prague, Dec 18 (ČTK) – Czech musicologist Jarmila Gabrielova Thursday received
a ministerial prize for her contribution to national culture mainly as an
organiser of the Prague Quadrennial (PQ), a prestigious exhibition of
theatre design and costumes.
On this occasion she said she hopes that the next PQ will be held in
Prague’s Prumyslovy palace again despite the fire that devastated it
earlier this autumn.
The palace, whose left wing was completely destroyed by fire in October, is
to host the 12th PQ in 2011.
It is not yet known whether the palace, a significant art nouveau monument
situated in the city’s exhibition area, will be renewed by then.
The latest PQ in June 2007 involved 60 Czech and foreign participants whose
presentations filled all premises in the Prumyslovy (Industrial) palace.
The Culture Ministry’s prize, awarded for exceptional artistic achievements
or long-term contribution to art, Thursday also went to Vladimir Opela,
director of the National Film Archive (NFA), to Dusan Spicka, director of
the Regional Museum in Teplice, north Bohemia, and to the Czech Radio
3-Vltava station.
In addition, the ministry awarded the Artis Bohemiae Amicis (Friends of
Czech Art) in memoriam to Ivo Vana Psota (1908-1952), the late Czech dancer
and choreographer, for spreading good name of Czech culture.
