The EU’s Lisbon Treaty has been approved by 27 national parliaments and, earlier this month, 1,214,268 voters in an Irish referendum. For it to come into effect, one more man needs to say yes: Czech President Václav Klaus, a committed eurosceptic who so far has refused to sign on.
